MINUTES PARISH COUNCIL
MEETING 18th AUGUST 2008
PRESENT: Mrs S Moore

The Chairman stated that she
understood Mr Watt would be late joining the meeting.
CONFIRMATION OF
MINUTES; The Minutes of the Parish Council Meeting held
on 14th July 2008 were agreed and signed as a true record.
Affordable Housing
Housing Needs Survey Visit by Laura Mills, GRCC: The
suggested amendments had been incorporated by Laura Mills. It was agreed to open the meeting to allow
Laura Mills and members of the public to speak. The next step was for the
planning officer to visit the sites identified.
When Council reconvened it was agreed to adopt the report. The Chairman thanked Laura Mills for
conducting the survey on behalf of the Parish Council. It was further agreed to ask Mr Robson, who
was present, to investigate the setting up of a Community Land Trust.
MATTERS ARISING;
Footpaths: An email
had been received from Mike Barton stating that he was now on flood relief duty
and Phil Cluley was too busy to deal with our concerns at present. He also stated that the waymarking to the
Roman Villa was not GCCs responsibility after leading the Chairman to believe
they would be able to help. It was
agreed to write to our
Grass Verge, Hedge and
Tree Cutting: The Chairman had met with Paul Swift from
Gloucestershire Highways and he was going to calculate the area of Tuns Hill
triangle for which Gloucestershire Highways had agreed to pay the Parish
Council for cutting. Nothing further had
been heard from Andy Dean with regard to the requested cutting at the top of
Tuns Hill although the GCC mower had cut all of the small triangle and most of
the large triangle leaving a small area in the middle. It was agreed that the Chairman would speak
to Andy Dean and Mr Priest offered to look at the area to see if he could cut
it with the Parish Council strimmer.
Mr Watt joined the
meeting.
As Mrs Laird was present,
the Chairman brought forward item 4 on the correspondence agenda.

Playing Field: It was
reported that Mrs Courtney from the Horticultural Society had been in touch to
see if the Playing Field could be cut before the show. The Clerk explained that the cutting was on a
contract and Mrs Courtney had requested the details of the contractor so she
could contact them to ascertain when the next cut would be. Mr Watt reported that
he understood the CDC Multi Sports had used the field recently when they could
not use the facilities at Northleach.
The Clerk would clarify whether this was a new booking or not.
Play Area: Mr Watt
reported that the committee had met and it may be that in the short term they
look at updating the existing equipment but nothing had been decided yet.
Traffic in the Village and
Road Matters: The Clerk reported that she had received a
complaint from a resident of Chedworth Laines that tractors speed past her
house causing a hazard. It was agreed to
include an item in the Hill and Valley.
Communication between
Parish Council and the Public: The Chairman and Mr Priest will have a stand
at the Show on Saturday.
Youth Council: Nothing
further but a meeting had been held.
Dog Fouling: An email
had been received from one of the CDC Environmental Wardens stating they were
unaware of the problem at The Hemplands but they would investigate. The Chairman produced a letter from CDC
acknowledging the problem several months ago.
The Chairman would contact the Environmental Warden again.
Parish Plan: Miss
Gallagher produced an email from Mr Bragg the Neighbourhood Watch person. Mr Bragg had drafted a letter to the
Neighbourhood Watch co-ordinators in Chedworth, Mrs Aylen and Mrs Miles. The Chairman reported that no further
progress had been made regarding funding for extra notice boards. Mr and Mrs Shaftoe and Mr Hird had shown some
interest in taking on the Traffic and Transport group.
Tuns Hill Waterfall, Flooding
and Drainage: The Chairman reported on her meeting with
Paul Swift from Gloucestershire Highways.
The drains lower down Queen Street had been cleared again and were now
working much better. It was agreed to
thank Mr Swift. A copy of an email had
been received from Ros Jess to GCC Highways regarding the flooding on the bend
at The Airfield. It was agreed to
include support for Mrs Jesss email to Mr Swift. Mr Potters emails regarding Mrs Davidsons
field were mentioned and the Chairman reported that she understood a

full assessment of
Chedworths road drainage system had been pushed further up
the list. Mr Broad reported that he had been contacted
again by Mr Boothman from Adams Bothy who was taking advice from the
Environment Agency regarding the flooding of his property caused by the damming
of the stream.
Number 855 Bus Service: An email
had been received from Mr Carr at GCC Intergrated Transport but he seemed to
have missed the point of our request for the bus to visit Chedworth. The Chairman would speak to him.
Bin at The Hemplands: A letter had
been received from Mrs Sykes complaining that the bin is not being
emptied. It was agreed the Chairman
would speak to Roger Sollis at CDC asking about the emptying of all of the
village litter bins.

Other Planning Matters: The
building activity at Raybrook Barn was raised but it was not clear what was
happening here.
Electronic Planning
Applications: Problems had occurred with two applications
sent over the weekend which could not be accessed. It was felt that the problem was that CDCs
website was down. The Clerk would
forward the applications again.
Matters Under
Enforcement: No reply had been received regarding both
items raised with Mrs Poole last month.
Mr Broad stated that there had been a move around and Mr Colin Davies
would be the enforcement officer dealing with Chedworth in future.

Third Edition: It was agreed to
write to Ms Hunt referring her to the website for the details required. It was felt the Charter was not written in
plain English.

and Social Inclusion Strategy for Gloucestershire: Noted.
GCC Waste Questionnaire: Noted.
GCC Seventh Annual
Highways Maintenance and Transport Seminar: The Chairman took the details
as she may attend. The Chairman would also inform Mr and Mrs Shaftoe and Mr
Hird of the Traffic and Transport group.
