MINUTES ANNUAL PARISH MEETING
22nd MARCH 2010
PRESENT; Mrs S Moore (Chairman of the Parish Council in
the Chair).
Parish Councillors: Mr A Bell, Mr
P Sibbald and Mr T Watt.
Parish and District Councillor:
Mr D Broad.
Mrs E Broad (Parish Clerk).

APOLOGIES: Were
received from Mr A Miles and Mr N Finch.
CONFIRMATION OF MINUTES: The
Minutes of the Annual Parish Meeting held on 23rd March 2009 were read by the Clerk
agreed and signed by the Chairman as a true record.
MATTERS ARISING: There
was none.
CHAIRMANS
REPORT:
The Chairman gave her report and it is attached to these Minutes.
CHARITY REPORTS:
Chedworth Allotment Charity: Mr
Juggins presented the balance sheet which recorded a balance of £2498.69. Mr Juggins explained the balance sheet and
gave a brief historical report on the charity. The Chairman thanked Mr Juggins.
Church and Community Lands
Charity:
Mr Bowley presented the balance sheet which
recorded a balance of £13509.50 on the Community side. A Capital Sum of £103,719.15 was invested and
shown on the balance sheet. Mr Bowley gave a brief
historical report on the charity. The Chairman thanked Mr Bowley.
Chedworth Village Hall: Mr
Westlake gave a brief report on the Village Hall charity.
Mr Westlake reported that he was
standing down from the Village Hall Committee in May and he was thanked for all
of his achievements including the kitchen and toilet refurbishments and also
the new play area. It was further agreed to record a vote of thanks to Toby
Abbott, in his absence, who did a lot of work in securing the Village Hall a
100% grant for the installation of a wood pellet boiler.
Chedworth Community Lands Trust: Mr
Robson gave a brief report on the trust which is in the process of becoming a
charity. The Chairman thanked Mr Robson
and reminded the meeting that Affordable Housing was an agenda item later on.
Hugh Westwood Educational Trust: The
Chairman read out the report prepared by Mrs Ann Deamer.

Chedworth Village Trust: Mr
Isaac was present and read a brief report which described in part the history of the
trust. The Chairman thanked Mr Isaac.
AFFORDABLE HOUSING: Mr
Robson explained on behalf of the CLT Board the current situation since the CLT
public meeting in February were it was the majority wish of the public present
to site the houses in the NW corner of the Grass Keep field adjacent to the
Diggers' plot. Plans showing this
proposal had been published in the March edition of the Hill and Valley and
comments were invited. Mr Lewis gave a update which included percentages in favour and against of
the responses received.
Mr Robson explained who the
members of the CLT Board are, some of whom were present at the meeting. A lively debate ensued with parishioners
speaking for and against the proposal.
Mr John Robson of Elmridge, Lower Chedworth
then proposed that a Parish Poll be conducted asking the following question"are you in favour of the Chedworth Community
Land Trust Ltd. progressing the development of affordable housing on the site
in the grass keep field north of the Community Garden as outlined below?" Mr Stuart Lewis seconded
the proposal and the assenters were Mr David Broad, Mr Paul Sibbald,
Mr Adrian Bell, Mr Dennis Moore, Mr Tom Watt, Mr Hugh Blackwell and Mr Roger Duggleby. 9 electors
representing one third of people present at the meeting. An Extraordinary Parish Council meeting would
be convened to decide how the poll would be conducted.
ANY OTHER BUSINESS;
Mr Broad thanked the Chairman for
the way she handled a difficult meeting.
Mr Juggins reminded parishioner
present that the Chedworth Village Trust, unlike other village charities, is
able to give loans to help people experiencing hardship. He felt this was not
made clear in the Chedworth Village Trust report.
The Chairman thanked everyone for
attending and closed the meeting at 9.34 pm.
